THE NEED |

|
Iraq is a nation with a long and proud history. Tragically, its path to development in the 21st Century was erased. Corruption, sanctions, war, and looting robbed Iraq of every basic human right. Continued violence diverts precious resources and energies to security efforts. Construction projects have been delayed, even cancelled, for lack of security. International relief organizations have had to evacuate their operations; reducing access by legitimate Iraqi organizations to resources. Likewise, donor organizations are limited in their ability to validate applicants and ensure successful execution of awarded projects. Iraq's revenue sources are continually attacked, and in the midst of political chaos, there has been significant shrinkage. Access to electricity, telephone, water and safety is random, at best. The Government of Iraq must focus on providing these basic public services. The international community in partnership with local NGOs, however, can do much to alleviate shortages in the areas of education and health. Such a division of priorities can enable governmental and non-governmental sectors to focus and leverage their resources, expertise and contacts in the most effective way for a more expedient stabilization of the nation. This strategy can succeed. The Iraq people continue their struggle to survive, despite the violence, despite the uncertainties, despite the broken promises. It is precisely the hardships they have endured which have made Iraqis tremendously industrious, resilient and determined. Every bit of assistance given can have great impact. The road ahead is not an easy one, but neither is it impossible.
